It’s a dedication from Tupac to Vincent van Gogh. Tupac felt very close to him. Here is a little quote from Tupac telling why he felt close to him:
“Because nobody appreciated his work until he was dead. Now it’s worth millions. I feel close to him, how tormented he was. Marvin too. That’s how I was out there. I’m in jail now, but I’m free. My mind is free. The only time I have problems is when I sleep.”
